

SB 375 Greenhouse Gas Emissions Reduction
SB375 describes several primary areas of participation and responsibility for Metropolitan Planning Organizations and Councils of Governments related to the process of setting greenhouse gas reduction targets for 2020 and 2035. First, a Regional Targets Advisory Committee will be appointed by California Air Resources Board (CARB) by January 31, 2009, and report its recommendations to CARB by Sept 30, 2009. CARB will then report its recommendations on draft regional greenhouse gas emission reduction targets by June 30, 2010.
To assist regional governments in understanding the potential magnitude of these greenhouse gas emission reductions, Michael Brandman Associates has used EMFAC 2007 to produce the initial "Reasonable Estimate of Potential SB 375 Greenhouse Gas Emission Reductions (County, Region and Air Basin) Based on EMFAC 2007".
While the greenhouse gas inventories prepared by CARB for AB32 are based in large part on fuel use rather than EMFAC modeling, EMFAC 2007 can provide a reasonable starting point for comparison with CARBs AB32 Business As Usual greenhouse gas inventories.
